Add both businesses
Your name and address, then the client's, plus a bill number and a date. Both address blocks are free text, so your PAN or VAT number goes on its own line there, and a Bikram Sambat date works as well as an AD one.

One Document, Two Registrations
Which one you issue follows from which registration you hold, not from what the customer asks for.

Whether your business must register for VAT, and what a tax invoice must contain to be valid for a claim, are questions for the Inland Revenue Department. This tool produces the document; it does not decide which one you are required to issue.
What Goes On A PAN Bill
The same document serves both purposes. A PAN bill and a VAT bill differ by one line, and everything else on them is identical.
Seller block
Your business name, address, and your PAN or VAT number. The generator keeps this as free text on its own lines so the number sits where your existing bills put it.
Buyer block
The client's name and address, and their PAN if they have one. A business buyer normally wants their PAN on the bill so they can claim the purchase.
Bill number and date
A serial number that does not repeat, and the date of issue. The date field takes a Bikram Sambat date such as 2083-05-13 or an AD one, whichever your books run on.
Line items
Description, quantity and rate per line, with the line total. The subtotal recalculates as rows are added or removed.
The VAT line, or its absence
This is the only structural difference between the two. A VAT-registered business shows 13% VAT on its own line and a VAT-inclusive grand total. A business registered for a PAN but not for VAT shows neither, and the subtotal is the total.

Payment terms, a bank account, or a reference. Optional, and it prints under the totals.

It is the same document with one line's difference. A business registered for a PAN but not for VAT issues a PAN bill, which carries no VAT line and no VAT amount. A VAT-registered business issues a VAT bill, which adds 13% VAT on the subtotal and shows it separately. Both carry the seller's and buyer's details, a bill number, a date and the line items. This generator makes either one: leave the VAT tick off for a PAN bill, turn it on for a VAT bill.
